Smallville Question

Ok, I'm kinda embarrassed to ask this question, but for those of you who are big DC fans, I need some background info. A few Smallville episodes ago, some super heroes from the future said that they had no idea who Cloe Sullivan is.  Tonight at the end of the show she took the name Watchtower/Watch Tower.  So in the DC comics who was really Watchtower/Watch Tower?  I know that the Smallville creators made up Cloe just for the show, but it seems as though they are trying to intergrate her into the comics now.  So is Watchertower/Watch Tower new?  Or is this another hero or someone who helps out the JL from the DC commics or cartoons?  The extent of my Superman knowedge comes from the Christopher Reeve movies, Superman Returns, and Lois and Clark: The New Adventures of Superman.  So a little help from friends who know more than me, please?  And is it spelled as one word Watchtower or two words Watch Tower?

The Watchtower is the Justice League's headquarters. It's had iterations as a moonbase, satellite, and spacestation, and it's got lots of cool technology. Superman was in the Justice League, so he's definitely affiliated with the Watchtower, but I don't think it's been the name of a character before.

In the cartoons, Watchtower was the location of the Justice League space station. But in the comics, Watchtower is Barbara Gordon (ex-Batgirl, who is now paralysed from the waist down, and in a wheelchair. Joker shot her.)

She is the leader of the Birds of Prey and is also a cyberhelper to most of the DC universe when needed. My icon is a manip of Barbara doing her Watchtower thing. :)
